Enterprise Manager with developer kit

Is anyone aware if we are allowed to purchase the
Enterprise Manager that comes with the developer kit and
then use it as a graphical management tool for the MSDE
version of SQL?
Microsoft list that MSDE does not come with a graphical
management tool, I don't want to break licenses.

Indeed is it a graphical management tool?
You are not allow to purchase by itself. You have to purchase any of the other versions of SQL Server (Personal edition is $50 I think) in order to get the Enterprise Manager.
But then you are not licensed to redistribute it.

|||Did you mean Developer Edition? That is $49, but more importantly than
redistribution rights, you are not allowed to buy this version and manage
production databases with it. It is for development and testing only.
I don't think you can buy Personal Edition except that it comes with retail
versions.

edition, unless we can get by without the graphical
